I've been thinking for a long time that the NHL needs to do something to give the teams outside of the playoffs something to play for.

That's what I was thinking. So you're not punishing teams that are really poor, they still get a high pick to help restore competitive balance.

The first overall pick is a big deal most years. For a team that would normally be picking 11th to 14th overall to win this tourney and get the first overall pick -- a guy who in almost every year will play for your team the following season -- would be a motivating factor for the players, I'm sure of it.
