Craziest thing is that the guy used to work for the OAG for like 15 years before he moved into health - probably sold himself as a big financial controls guy.

They should have had an expense policy with some guidance but he also should have known that this kind of excess wouldn't stand up to public scrutiny. Not the brightest move ever. If he gets severance pay you guys should raise hell.

Apparently his contract calls for 12 months severance. Horne promises to make it public, whatever it ends up being.

Usually when you get fired for misconduct you void any of those types of clauses although I wouldn't even try to figure out the legality given that he was employed by Capital at the time.

I think this is also a case of a guy who earlier in his career tested the waters with a small expenses, and as things just got approved, he got more liberal and regular in his habits. People probably just saw it as the cost of doing business with no real scrutiny until things got entirely out of hand.

Reminds me of the dog at the dinner table who takes bigger and bigger crumbs and scraps, but no one says anything until he grabs the whole chicken and ruins dinner.

That is only half right. There was no scrutiny until a news crew started digging and exposed the truth. Then there was outrage.

It was mutualy agreed that he should step down. I suspect the AHS allowed him to resign and then pay severence to avoid any possible law suits.

CFO's provide financial oversight. * insert face palm here*

I didn't go through all 800 some pages but IIRC I saw trips to Spain, Denmark, Boston, among others. Most looked to be symposiums of some sort.

Also they paid his membership dues in tons of associations. I can see some employers paying for your key designation one, but there were at least a dozen in his expense reports.

In reality, CFOs (and all other chief officers) do business development and make "key strategic decisions". All the BD a CFO does would definitely add up.

That could solve our doctor shortage problem, as long as it was a hostile takeover of another province's system. Could make some extra cash selling off the physical assets too - no need for a hospital if you have no doctors.
