That's not quite true. Theoretically this can go to Discovery (or Questioning I guess now), and the cop can admit that she just did this because she wanted to go in the other direction, and there was no compelling reason to do it. Sometimes, cops say stupid things under oath. I still remember an assault (by reserve police) case from years ago, when the cop responded to the question "why did you keep hitting Mr. ----?" with "He was retreating aggressively"...

Not really. The backup there has everything to do with how people merge onto Blackfoot. 1st, no one leaves enough space between them and the car in front; proper merging is all but impossible. 2nd, drivers on Glenmore will cut people coming off Deerfoot to get off on Blackfoot. 3rd, people coming off Deerfoot onto Glenmore try to merge before they should (the dotted line) and will slow down significantly to do so.
