That's not quite true. Theoretically this can go to Discovery (or Questioning I guess now), and the cop can admit that she just did this because she wanted to go in the other direction, and there was no compelling reason to do it. Sometimes, cops say stupid things under oath. I still remember an assault (by reserve police) case from years ago, when the cop responded to the question "why did you keep hitting Mr. ----?" with "He was retreating aggressively"...
