some people don't understand that threat level should be proportionate to level of police disciplinary action.

Steal a car, try to attack police officer with metal object = deadly threat, deadly force is necessary

Girl/guy on street clearly not trying to fight the police or anyone around, clearly no weapon in hand = low threat, minimal force is necessary and more importantly nothing more should be acceptable. But we see and hear about low threat individuals being beaten, tazed and sometimes shot when they posed no serious threat to the police or the individuals around them.

Of course there are some people that see the stealing car police attacking type of offender as innocent and protest the police no matter what. Problem is humans aren't perfect and they can also be very stupid in their thought processes.

It's the "I'm stuck in traffic" argument.

You are not stuck in traffic, you are traffic.

In this case it is not hanging out with the wrong crowd, he is (was) the wrong crowd.
