Quebec's National Assembly adopted on Wednesday a controversial bill shielding from lawsuits an agreement reached between Quebec City and media giant Quebecor over plans to build a $400-million NHL-calibre arena.
"We're very happy it's over," Quebec City mayor Regis Labeaume said Wednesday. "Now we can move forward."
He said several contracts will be awarded in the coming months to determine the real costs of building the arena, which could serve as the future home of an NHL team.
The bill was adopted by majority at the legislature Wednesday, but a dozen PQ members either voted against the bill or abstained from voting.

J’ai ma place is a plan to build a new multipurpose amphitheater in Quebec City to host cultural and sports events. The new $240 million facility would be comparable to the Bell Center in Montreal and would have a seating capacity of about 20,000 people. According to a preliminary schedule, the undertaking would be completed within 5 years.
The first step is to assess the interest of the population and the business community by raising $50 million. A financial contribution is being sought in the form of seat purchases. This contribution entitles the purchaser to advance ticket purchase priority. Afterwards, a financing package could be completed through contributions from the City of Quebec and the provincial and federal governments. “The clock runs out this year,” said a source on condition of anonymity.
In terms of the franchise, the “clock” will strike midnight in early March at the latest if no purchaser is found to keep the Coyotes where they are.
Then the frantic relocation frenzy will begin.
Quebec City is the obvious choice, particularly after Winnipeg proved the NHL will move back into Canadian markets if it has to.

By far the most complicated realignment issue centers on Phoenix. With no confirmed new Coyotes owner in sight, the club may have to be relocated. Quebec City is the most likely relocation site. One NHL exec puts it simply: "For the league, this will be like a second Winnipeg; a guaranteed success. The Colisee will be sold out in 24 hours and there will be a solid waiting list for season tickets."
