Most people ever online (presumably including guests) at one time was 1899.
I think Active users probably denotes people who have signed in during the last 6 months. Or posted in the last 6 months.

Click on "forum Jump" box at bottom right of page.
Go to "Who's online"
It gives a list of everyone online and exactly what they are doing. Kind of creepy.
