Yes, both K State and Providence are available; as far as I can tell.
How has no one picked them? I don't know. I seem to have at least 1 team I like more personally.

Just Trojan tried to take both Providence and USC (as the play-in winner) and that hasn't been how we've done things in the past.

He indicated that he would take USC as he predicted that would be the winner. If someone takes Providence and the Friars win, then Trojan can select another team.
