The issue here is Carbon fiber at the thicknesses they had could not be inspected for delimitation and cracking.
What was the timeline again here? Saturday early morning they set sail, and something happened Saturday a few hours later whereby they were in the dark for 24 hours then it cratered?
No, they started there decent, at some point during the 2hrs they would have noticed some kind of problem. Dropped their ballast and were trying to surface and imploded some where on the way up.

The other thing that lighter weight does is decrease the amount of foam used to ensure the sun floats once the ballast is removed which reduces the subs size. Not great reasons but can see why when you compare the size and weight of other subs. If you wanted space for more people this starts to become important.

Differential rate of compression between the end caps and CF tube means the epoxy has to compensate. No way it can under 5000 PSI, not for repeated cycles.

Because Titan's support ship is Canadian flagged, the Polar Prince and Titan were based in St Johns prior to the accident.
The way it works is you have to follow the Maratime regulations in the state your are flagged under and potentially in the state you are docked at depending on the state. The submersibles get around this because they are not ships docked at port they are essentially cargo so the regulations don’t apply as long as they are diving in international waters.
This allows the subs to not require classification.
