I’ve heard the term in day to day life. I never used it, but I don’t believe anyone was using it in the inmate sense.

Ive been calling people goofs endearingly in my daily life for as long as I can remember. The only time I ever heard of the prison interpretation was in that earlier conversation here on CP. And When I'm reminded I vow to stop using it, only to completely forget.
