Just purely based on rumors, it does not seem like the Flames are not really going after Hall. At least not at much as Colorado and Montreal. Or even as much as Nashville, Columbus and Edmonton.
It's strange because it seems like a pretty natural match, based on Calgary as his hometown, Calgary's cap space, Calgary's consecutive playoff appearances, and Alberta's lower taxes (in comparison to Quebec).
I don't see how it makes sense to sign in Montreal over Calgary.

No? Trading his rights is giving them the permission, it's the point of trading for rights to get exclusive negotation...I might be misunderstanding you though.
EDIT: Nevermind, I think we're on same page. Yeah, if they are trying to trade his rights then they wouldn't be giving permission to other teams.

With free agency opening tomorrow, I really don't think anyone will trade a pick for his rights unless they can talk contract with him first.

Well, the Flames were prepared to give up Hanifin and Bennett for Hall a few months ago, so I'd think that interest hasn't gone away. It feels like the media never have the Flames in on the top guys available until right at the 'last minute' the past couple years iirc, at least heavily.

Also, he signed a maximum ELC, so there wasn't much for them to negotiate.

Noon Eastern, so 10AM Calgary time.
As an aside, the deadline has been given for the start of UFA for OEL to be traded. If he is not gone by then, he will stay so that Arizona can move on with the day building their team. It's also speculated that OEL has made the process this difficult because that is his desired outcome, but he doesn't want to create a completely confrontational relationship with management.
