If it's going to be a determining factor on a goal... how hard is it to put a camera behind the glass level with the crossbar?

Hell, I don't know why we aren't using RFID yet. Would be a 100% accurate factor in the puck crossing the line and the puck's position relative to the crossbar when it was tipped.
