I can offer some insight into why this is a single line item: it's because the source of the funds is 50% less the first 100k of the total tier fund revenue, the other 50% of which forms the budget for Emissions Reduction Alberta.
The language of the split between paying down debt/ deficit and funding the Canadian Energy centre is lifted straight out of the policy for TIER. IMO super lazy and a bad look, of course, but not sinister in that they were really trying to hide the CEC budget.

Currently, several groups are lobbying for the 50% to ERA to be increased to 100%. I anticipate they will be successful.

Imagine if Ohio state had the same law and the EPA wasn't allowed to enter lands checking for contamination after the derailment. Good f'ing luck stopping them.

Polls are fun, but with FPTP, this doesn't necessarily mean a win for the NDP by these numbers alone. High concentrations of voters (primarily in urban areas) isn't going to win more seats. But interesting numbers nonetheless.

She needs a massive sweep of seats in Calgary to win the election. Anything is possible I guess but I don't see that happening. Too many voters don't take time to look at the issues and vote by party lines.

I'd like to see a pollster do 1000-2000 size sample in Calgary only, by riding. Since it is the battleground, lets see where things stand.
