I was looking at that link and might be considering hitting up the Ghanaian-Canadian Association of Calgary's breakfast! That sounds like it could be a cool way to switch things up!
Besides if all of these communities want to have their Stampede breakfasts, you cant fit all of that into 10 days.

The Caravan Committee only has so many volunteers and equipment. City wide event rental stuff gets tapped out during Stampede, so it wouldn't really be practical for everyone to try to do their event then.
It's also a bit of marketing in the run up to Stampede...
