They seem to have snipers on the rooftops and any gas would impair their response to those armed protestors, if necessary.
They also have a lot of drones and CBC mentioned a plane at one point, so they probably want to keep visibility for them.

I think they also want to keep from having to tear gas innocent children literally being used as shields against these tactics.

Just saw on CBC News that one of the protesters threw a bicycle at the feet of one of the police horses in an attempt to injure it. Thankfully that f***wit was arrested and charged with attempting to harm a service animal.
God, these people are such reprehensible a**holes.
