Duke has signed with the Riders - Boo!
The Saskatchewan Roughriders have signed former NFL and CFL all-star receiver Duke Williams, per sources.
It’s a one-year contract for Williams with the Riders for the remainder of the 2021 season.

Yeah, it would certainly be helpful if the league was more forthcoming with the salary cap space that each team has used/has left. In this case, I think Duke's familiarity with Jason Maas and apparently he's very close friends with Nick Marshall put the Riders in the driver's seat.

Stamps have cap space but they just don't seem willing to pay to the ceiling like other teams plus I personally believe the CFL salary cap is a bit of a sham anyway as I can't understand how the Argos could build almost an entire offense out of free agents. It's possible t they have been hoping/waiting for one of their guys to come back from the NFL. I imagine they probably did kick the tires on Williams but as said the Riders had ties with him and I'm not sure how attractive a 3-5 team with a broken down QB would be to a guy that would probably be looking for a playoff pay cheque or two.

Paul Jones and Duke Williams are very close, another thing Edmonton messed up.

Lest we forget the Elks also released veteran receiver Kenny Stafford prior to the start of the season claiming he wasn't a good 'cultural fit' in the room. The good ship Elks seems to be taking on more and more water these days.

This has been a really bad season for the Elks. The team isn't good, lots of fans not on board with the name change, and poor attendance. I wonder if they clean house at the end of the season as this news is going to make things even worse.
