Israel is looking at the issue through a single option lens.
The option should be to destory Hamas leadership while at the same time working on a plan for the future. They're really just doing one right now.
I also believe that US intelligence and perhaps other countries like Egypt & Jordan know exactly where Hamas military members are hiding, and are not offering Israel that info. There is a lot of blackmail and political stupidity going on in the back ground to either keep the conflict going, or push Israel a certain direction. Israel isn't handling it really well.

I'm wondering how long ago the ICC issued a warrant for the arrest of Hamas leaders, or if they just realized a week ago that the entire basically has designated Hamas as a terrorist organization?
What about the leaders of Iran? The butcher of Iran that died in the helicopter accident? Was there an active warrant for his arrest?
Oh right.
Said it about 100 pages ago, and I'll say it again. The only way this is solved is if countries like Egypt, Qatar, Jordan, SA, etc decide that they want to stop playing both sides, and actually work to establish the two state solution.
That involves leveraging Israel to change Israeli policy.
To be more specific, Israel has no reason to listen to Egypt when Egypt allows Hamas tunnels to be built in order to allow weapons to flow into Gaza.
Likewise Israel has no reason to listen to Qatar when Hamas leadership live freely in Qatar.
