Cap projected to go up 5% ($87,675,000) next season, meanwhile, the Oilers will get none of that with the Neal buyout $ and Brown’s accrued 3.25m bonus. And that’s not even adding in the potential Campbell buyout if they can’t get out of that contract prior to the end of July 1st.

Everyone always neglects to mention the bonuses that are also owed to Holloway and Broberg. $650k for Holloway and $850k for Broberg for an additional $1.4 million against next years cap. Both will be paid as both players made opening night roster.
Neil: $1.916M (buyout)
Brown: $3.225M (bonus)
Holloway: $650k (bonus)
Broberg: $850k (bonus)
Campbell: $3.85M (buried)
$10.391 million spent on absolutely nothing.

That's not accurate. Both players are on their ELCs, and entry-level performance bonuses are much harder to earn than veteran bonuses. You can't just get your bonuses by showing up for a few games, you have to actually do something.
There are a variety of categories to qualify for. Some are basic counting stats like a minimum of 20 goals scored. Others are team ranking, like top 3 in +/- among all forwards on the team with a minimum of 42 games played. Also, a player can only earn a quarter of his potential bonuses in any one category. So, you have to perform in 4 different categories to maximize your bonuses.

At this point, it seems highly unlikely that Holloway or Broberg will achieve the minimums for any of the categories to earn any performance bonuses.
