you are sharp, and yes, what a waste of black tape!
say, do you reckon any of that insulation is any good? especially the stuff with the white arc-flash burns? pretty tall order to stretch those coppers...

Honestly it's hard to tell from the photo, short of testing it with a megger (which I'm sure is being done on all feeders) you can never know 100%. In that particular photo it doesn't appear to be damaged terribly, but what concerns me more is the rust on the lugs and bolts. The gear doesn't look like it could survive another short. That transformer looks like a write off too. What's your take on the photos?
2-300(4) is an interesting little note, (defective equipment shall either be put in good order or permanently disconnected) but its probably cheaper to replace most of the gear as opposed to hiring someone to repair or alter it.

the 400 amp switch gear looks like it was energized when the water got there, everything that looks dusted in white has gone through a pretty hot 1/20000 of a second and that's enough to ruin it...inspectors hate seeing feeders spliced in any way, the lugs are definitely ####ed yes..only municipal bribes will get this building opened in my opinion.
if you tapped those conductors that look arc-flashed, they would crumble leaving a whole lot of torched insulation laying in the bottom of that rusted out cabinet. it's moot because the conduit it enters is flex not rated to be submerged. without a monumental bribe, no inspector I know will allow any of this to be energized

Yeah it's not pretty that's for sure. There's no inspector that would allow for a splice to be made on a feeder, plus I don't want to be the poor SOB who would have to splice 4 3/0 wires together either way haha. You can tell they're already going through every JB, in the pic of the cable tray there's a box above it with a red wire sticking out. There does look to be potential for them to have it ready for puck drop depending on the size of the crew out there.

Not surprising at all, the only surprise is that they waited this long to pull the plug. They thought 2 days when they weren't going to be ready for week one that an extra 5 days would make a difference?

Don't discount the PR thing here and timing: "We're going to try and see" in the midst of the flood that was still displacing 50k Calgarians (nevermind water still in the 'Dome at that time), is a better/more hopeful message at that time, 7 days ago, then "It's screwed, no hope at all".

I imagine that were hoping they could get the dome to a place where they could have temporary chairs setup in the bottom rows, have at least the bathrooms working. Concerts use their own power distribution anyway, so they could just plug that into a generator.
Apparently, it was just too much work.

From what I was told the biggest hurdle was the downtime for repairs to the dome that the concerts poised. They just impacted the overall schedule of getting the dome fully repaired in a reasonably quick time frame.

Yeah this is true, and there's lots of dollars on the line to consider as well. It just seemed like the "we'll be ready for July 5th!" statement was never once based in reality.

It's unfortunate but no way could all these things be ready for the opening. Those who kept saying it would happen were in fantasyland but you can't blame them.

I think from what I heard was that they could have opened the Saddledome for the concerts on the 2nd week of Stampede, but that would have significantly delayed the opening of the NHL season. As mentioned, getting the Dome ready for October is going to be pretty tight as it is. Losing another 7, 10 or 14 days might have been the tipping point. Even a Flames pre-season game brings in as much for ticket sales as any given concert; so they have to make their primary tenant their priority.
