I understand the love for Black Panther, but as a movie in this genre it's arguably landing anywhere from 6 to 15. There was just a lot of cultural significance to its release and a star lost too soon. Neither of those things change the quality of the movie, however. The Batman was just very silly as a detective story. Joker was... fine.
So this is sort of a rundown of where a publication might bow to public pressure to pick the popular choice. Makes sense that imdb is the heartless media source that we all crave.

Joker at 19 isn't so off the wall. That's a movie with objectively good qualities, so it's placing, in that range, is really a matter of opinion. Wonder Woman at 23 is a much bigger offence. The first movie on the list where I can't even think of an argument for it being so high up there.
Avengers Assemble at #4 is also way too high, but that may be my opinion.
