It's hard to believe that they would allow a camera to be sticking over half in the play like that. Because that's what let the officials out of making the call. The puck was already out of play when it hit the camera. It absolutely should have been a penalty.
That said, we've been on the wrong end of nonsense like that so often, I'm not going to shed a tear for the Russians because they finally got screwed by a call.

It isn't - TSN made a point that it's installed behind the glass and not over the ice (and even mentioned to ensure that if it's hit they can call it as delay of game)

Well, I mean, no. It was either a bad call, or a bad rule.
If the Stanley Cup is won in Game 7 in Overtime on a power play goal after a puck over glass penalty where a player cleared it over the other net from their own end, that's a crappy way to award a championship too, because the puck over glass delay of game rule is a bad rule. So's this one.
I'm not saying it ruined the game or invalidated the result, mind you, I'm just saying it's a bad rule and kind of a crappy way to end it when it was looking like an epic all-time finish one way or the other. Still a great game, and you have no idea whether the Russians would have tied it 6 on 3.

Yeah, thanks for the rule lookup. I think it’s still debatable whether the camera is above the ice surface. The angle they had seemed to show the puck over the glass before it hits the camera so that suggests the camera is slightly behind the glass (and therefore the ice).

So if they hit the main broadcast camera it wouldn't be a penalty?
That camera is out of play and it should have been 5 on 3

Seems to me that while it's mounted behind the glass, the lense appears to hang over or at least flush with the glass. At the very least it can be considered an extension of the glass.

It's the right call and a bad rule. I agree it should be a penalty, but apparently in this tourney it wasn't.

I should qualify that, IMO, the puck was heading out of play before it hit the camera, so likely would have been a penalty had the camera not been there.
There's an argument for either side, here.
