The other problem for the NHL PR Dept which the refs are aware of, would be that Cooper would be (edit) fined if Stamkos was given an instigator that late in the game. FWIW Cooper did put Stamkos out there the first shift Monahan was out there.

Lomberg got a 1 gamer and Peters got fined 4 years ago for a similar incident against the Wild.
