I live on the 16th floor of a high rise. My cat loves going outside onto the balcony.

He NEVER is out there without supervision, for just this reason. I don't care how nimble or skilled he is at jumping, climbing, and walking on narow railings. I've seen him slip off countertops in the apartment and fall to the floor. I'm not taking the risk of him slipping from the balcony and falling to his death.

Observing the cat on the balcony won't do anything though. It'll be off the ledge and falling before you can even blink, let alone react. The only way you'll 100% protect your cat, kid, etc. from falling is to not let them out on the balcony at all.
