If it was Late Spring or Summer call Alberta Fish and Wildlife ( Not 3-1-1) because they will test the bird for West Nile Virus. However because it is still winter it probably died at the hands of a dog, cat, raptor or car. Pick it up and toss it.

Aside from that, I worked for 12 years in a wildlife hospital so I have touched a lot of dead everything. And with my bare hands. Only once caught sarcoptic mange from a live fox in all that time and gloves wouldn't have made any difference to that. My, there are a lot of wusses here I didn't expect.
