As an outsider I've heard some accounts of corruption on some reserves. Pretty much as you say although I think a lot of the same goes on amongst us moonyas, just a little more refined and a bigger pie to cut. One friend of mine has been elected chief of his reserve a couple of times. Each time he has to cut his budget to the bone to get the reserve solvent again. It's even joked that while he's chief he drives the worse truck on the reserve which is pretty unusual. Once he gets things back in order others make big promises and he's voted out. I think he's getting tired of it.
Anyways my point and hope is that good government will take time but will happen as the voters get better educated and take their politics a little more seriously as there are good people.
I was talking to another lady who just had a vote on her reserve and from what I understand this act will enable them to recall the chief and council before their term is up. I guess any member can start a petition to force a vote. So things are happening in some places to keep their government accountable.
