As a former repair technician with Telus, you stating that Telus will charge to send a tech out is completely false. The tech has full control over charges to the customer, and a general rule of thumb when I was a tech was there were no charges if it was out of there control. If you willingly did something (decided to melt all of your inside cabeling when repairing a cold water pipe...don't laugh it actually happened) then there would be charges applied.
