Start at 15. Whether it goes up or down is completely up to them. As there are many situations out of the servers control I allow poor service as long as they are apologetic and polite. Without those I am more than happy to offer an offensively low tip.

Anytime I've ever left less than 15% I feel like such crap I usually go back to the restaurant and give more.

Typically, I give around 25%. Having worked (thankfully no longer however) in the service industry for years, I've learned what goes around, comes around.
