This is funny guys... its the Sun. The only things they do right are the topless Page 3 girls.
There isn't even a script, or a director. Any casting notes at this point are fanwank, or deceptions to sell papers. For all we know, the next story could be a recasted Joker and the Scarecrow again. Or more Ra's Al Ghul... or Talia, or even someone obscure like Rupert Thorne or the Mad Hatter. Nothing says we'll see Penguin, Riddler or Catwoman for sure except some fans sharing their hopes.
Superficially, the casting rumors have been horrible. As off as Heath Ledger seemed at the time of his casting announcement... he was still a very talented actor, and had both the "Joker smile" and the ability to pull it off... and that was before we even saw him in action. No one rumored, save for Johnny Depp and Phillip Seymour Hoffman have near the dramatic ability of the villains in the last two Batman movies.

I totally agree.
And as good as Ledger was as the Joker, I don't think it would be impossible to find a replacement for that character. Heath set the new bar, but there are a lot of fine actors who could immitate it, and considering how make-up intensive the character is, it could work.
As for the Riddler, I don't know why, but John Malkovich seems like someone who could pull it off.

Agreed.
The style and mannerisms of the Ledger Joker could be emulated by another good actor, and the difference in look could easily be mitigated by makeup. I mean, going from Katie Holmes to Maggie Gyllenhaal wasn't that jarring. That may what we see next. The Joker is the best of the Rogue's Gallery. He's the smartest, most deranged, most vicious and most antithetical villain to Batman. Nolan didn't make the same mistake as Burton, and kept this Joker alive to antagonize Batman again. However, in light of Ledger's passing, I totally expected a new ending where Batman pulls a "Killing Joke" and murders the Joker in a fit of rage.
As for Malkovich... he would be inspired casting. He's got the brilliant, restrained psychopath style about him. He could do Riddler properly. I think Jim Carrey could have done a way better job too had he been given a better script and director... but Schmacher ruined him and it would be too jarring to go back to him. Robin Williams would be my other pick as a brilliant, sad clown Riddler. As good as Depp is, I'm not quite sure he could do Riddler right... could easily be another Jack Nicholson where the actor overshadows the character and becomes a caricature.
