My cat does it to my eyelids.
My first cat used to jump into your lap, position himself so that he was lying like you would hold a baby, grab your hand with his paws and then cheerfully suck on one of your fingers like it was a baby's bottle. No one would believe me that he would do that unless they saw it for themselves or I showed them a picture. It was the weirdest sight you'll ever see. I wish I had had a video camera back then.
Both of they also have/had a habit of sucking on cotton sheets/shirts, or anything made of cotton, from time to time.
Both were rescue cats that came to me very, very young (eyes were still blue), and were most definitely weaned to early.
