I usually take this to mean that something came up and they aren't able to reply. Maybe they just got in their car, or their on the phone, or whatever... in this case I wait a bit and if no response then I just call them if it's important, or wait until later if it isn't.
I'm actually a bit more forgiving when it comes to texts... I think it's easier to forget to text someone back if they texted you during a time when you were busy. If I leave you a voicemail though, it's important... if it wasn't I wouldn't have left one, I would have just called you again later.
