I've been ripped off many times, but when you simply set something down for a moment or it falls out of your pocket is it too much to expect people to turn it in?

People are scum, that's all there is to it.

So instead are they then responsible for taking a lost item and inflicting a punishment upon the forgetful person?

See, this is a tough one... I happen to be pretty anal about personal posessions. I don't unload my pockets at pubs, I have a tendancy to pat my pockets whenever I get up or move from one place to another, generally speaking, I don't lose stuff.
My buddy is quite the opposite. I sometimes wonder who takes care of him when I'm not around because he can walk away from a table and leave his wallet sitting there.
So I ask you: if I had a momentary lapse of judgement (say I just got news that my mother had cancer) and I forget something on a table or it slips out of my pocket on an airplane, why shouldn't I have faith in my fellow man to return it to me? And should my friend have the same expectation?
