For me Eddie, these sum it up pretty good for the most part. Shazam has it quite good; it sounds like this guy is doing it, because, well he can.
But I would suggest that you be direct, open and honest. So tell him next time that you don't think his work is upto snuff, he needs to pick it up, and if he doesn't you will set a meeting up with him, you and your boss.
And if he doesn't do it and keeps slacking off, do what you said you would. Set a meeting up with the 3 of you. Be sure to have anything ot back up your case. But come off classy...trust me, you will get much farther that way, especially by the sounds of what your boss is like.
After that, there is not much you can do. It is up to your boss. I don't agree with you firing him, as to be honest you really aren't the boss - he only puts you charge when he is gone. So its not your responsibility to fire someone or send them home, unfortunately. That is your boss's job.
Other than that, just ignore him. He likely can tell that he is getting some sort of rise out of you, and likely thinks that that is fun somehow. The sooner you ignore him, the sooner you take his fun away, the sooner the chance of him stopping acting like a buffoon being over.
