I’m all for the center line over and back rule. No need to stop play or call a penalty - just send the puck back behind the goalie and don’t allow the (now) defending team to go deeper than the blue line until the attacking team gets it out. I’m also for ties after 5 minutes of 3 on 3 so long as the soccer points system applies. 3 points for a win or each team gets 1 if there’s a tie. A game with a winner should be worth more than a stalemate.

Over and back rule is good, but I wouldn't do it for anything more than the red line because the blue line still needs value for offsides etc. Player takes the puck beyond the red line, they can't go back. If they do, a whistle is blown and the player must give up possession immediately (dump in or whatever) or they are given a penalty. The play does not stop. This could become interesting as you would have defenders being more aggressive up high, forcing a turnover, or opening up things down low for a chance for the attackers.

Bettman will never do this, the 3 points for overtime games, the extra point is what makes the league look so competitive. if there was no loser point there would be at least 3-5 more teams vying for top pick in the draft lottery over racing for the playoffs. I hate the 3 point games, but Bettman will never change it.
As for the over and back rule, that should have been implemented when it was 4 on 4. It will be a huge for games ending prior to the shootout. I also hope if/when they implement this, they also keep that part similar to Lacross, where there is no stoppage, you leave the puck where it was, and the other team just picks it up and goes. I think it should be once you bring it past a line you can't go back.
For example,
you leave your zone crossing the blue line, you can't take the puck into your zone.
You cross the redline, you can't take the puck back past the redline.
Once you hit the offensive zone you can't come bring the puck out of the offensive zone.
If you do any of these, the puck is left where it is and is immediate possession for the other team to pick it up and go.
If you move the puck instead of leaving it, it is an automatic penalty resulting in other team taking possession at the center ice face off dot and playing 3 v 2. Opposing team cannot enter the faceoff circle to force pressure for a few seconds.

Do other leagues in North America have rule changes as frequently as the NHL? It's kind of annoying, especially when they need rule changes because the previous rule changes caused additional problems.
If they are going to do the shot clock thing, I can't see too many games even making it to a shootout. Might as well just do 3-on-3 until someone wins. If they make it so one team can't hog possession for long, I can't see the OT lasting longer than 10 minutes. Even 5 minutes would be a stretch.

Naw.
Different sized pucks
One puck that is 10x the size of the current puck. If you score with that you win.
One puck that is regular size. But you need to score 3 times to win with that.

1. Penalties in OT are no longer 4 on 3. They are 3 on 2.
2. Regrouping, passing back, skating the puck out of the offensive zone, etc., are all now delay of game penalties. So is icing.
3. No offsides.
We will never see another shootout again.
