But in reality - drafting well is a crapshoot and even if you do nail it - you have to get lucky and have the guys all want to be here and stay healthy.

I don’t think anyone believes rebuilds are automatic. This is pro sports. There’s lots of luck involved. Rebuilding isn’t guaranteed to give you an elite team. But without rebuilding, the odds of getting an elite team is even smaller.
The odds might look like:
Rebuild
30 per cent chance of becoming elite
40 per cent change of being mediocre
30 per cent of sucking
No rebuild
20 per cent of becoming elite
60 per cent chance of being mediocre
20 per cent chance of sucking
If ownership’s mandate is to maximize the odds of building an elite team, choose the rebuild option. If the mandate is to minimize the odds of sucking, choose no rebuild.
Another factor is the Canadian market thing. It’s clear now that small-market Canadian teams are handicapped when it comes to hanging on to veterans and building through trades and UFAs. A franchise emphasis on drafting and development could mitigate that handicap.
