It's a marked crosswalk. What's the difference between getting hit while riding a scooter vs. getting hit while walking across the crosswalk?
If it’s wet out (I don’t know for sure - just an assumption given the time of year), it’s a lot easier to come to a complete stop when you’re on foot than it is on a scooter.
Why would you be riding a scooter in Michigan in February?
I know it’s been warm, but this seems to show a serious lack of common sense. Scooters are risky at the best of times, let alone in a cold-weather state in the middle of winter.
This summer I was stopped at a crosswalk with the flashing lights on a 4 lane undivided street. A couple kids on scooters crossed, and as they were off the road I looked to my right and another kid on an E scooter with Headphones on approaches and goes right into the crosswalk without hesitation at full speed. I look to my left and the car beside me is starting to go. I blared on my horn with stopped that guy and startled the he'll out of this kid not knowing what else to do as neither one appeared to be aware of the other. Old guy next to me starts yelling at the kid and kid gives me the business for probably making him soil his loins.
In that case it's probably the motorist who didn't check that the crosswalk was completely clear before proceeding whos at fault. But the pedestrian has an obligation to make sure that they don't enter the crosswalk without being noticed. So I can see how something like this can happen.
Not sure what the law is in Alberta, but in BC "pedestrians" are expected to dismount from all bikes, scooters, and skateboards before using a crosswalk. Obviously, that never happens, but it does put the rider partially at fault.
Also, these guys should be springing for safer transportation options...I would say Uber, but my last time in the USA, the Uber driver was absolutely nuts. They hit a curb, were just jamming into merges, and I was lucky to get out of alive.

I used to commute 35 km a day by bike and would always dismount at crosswalks because you can't trust motorists will see you. It's not worth it just to save 30 seconds.

Fair enough. In BC, they can stay on the bike, as long as they in an actual bike lane, that just happens to go through a crosswalk. I'm guessing the "elephant feet" are designating the crosswalks as bike lanes also?
I wonder if it was like one of those little Bird electric scooters that you can rent around town in Detroit. The City has a share program and you can find them anywhere. Are those things even considered vehicles? I see people riding them on sidewalks all the time.
