There is no such thing as a "hometown discount." For many years now players have been universally signing deals for near their values, if not over. At best a team can hope to save $0.5-1.0 m on cap-hits from players who are motivated to extend, but then these contracts are commonly very long term, contain restrictive trade and movement protection, or both.
