Hell Pittsburgh added Jankowski for example.
Here's a list of players signed for this season making under $1M ... it's huge. 138 players and not a lot of them moving the needle.

Interesting list. It actually proves both of your points. Everyone has several below $1M plugs. Calgary leads the league with 7...with most having between 3 and 5.
