If he had them playing some type of way during the last 15 games of the season they would have made the playoffs

Is it that unusual though to ask players to train in the offseason even giving them a date? A couple of NFL teams I follow have a lot of activity going on, it's almost like their training starts right after the draft. May not be the official training camp but still a lot of players there and even head coaches.

The way I read it it was like each player was given their own individual date, which might be a little unusual.

In fact, I would bet most teams just tell players a general timeline "start training again about X weeks before camp, and here's what we want you to work on".
