Odd that they won't use the term "fired" or "released" or anything of that nature (unless I missed it)

You say that as if they aren't directed to do it this way anyway.
Why do you think he wasn't technically fired?

It doesn't really sound like he was fired. More that he is just not going to referee games anymore. They know he was retiring, so they probably just keep him off the ice and pay him until whatever date they'd originally determined to be his last.
The fact that he wasn't fired probably speaks to the fact that the NHL mandates this.

Yeah he's kind of the fall guy for something the league has forever turned a blind eye to.

Yep this nails it.
Long time ref something like 1400+ games and in the league since 1996...
But it had to be done, I just hope this leads to further investigation/queries on how game management comes into play.

I have to imagine if they fired him he would get a good lawyer, sue and it would probably bring out stuff in court that the NHL wouldn't want unearthed like how the officials are instructed to manage games. They are probably just telling him they will take care of him and have to do this because of the optics.

Okay, so now that Peel isn't reffing games anymore everything is okay, and the refs definitely won't continue to do the exact thing that Peel was caught doing, as directed by the NHL (most likely).
Everything is just resolved so nicely

There's a lot of talk about how refs manage games and more than one comment about "You can be sure that if x then y"
I'd be interested to see if anyone has actually taken the time to look into whether or not any of the "Game management" theories are true.
The data all exists, has anyone run the numbers?
Is there any evidence that teams who are leading are more likely to get penalized?
How about the number of penalties in close games?
If this was the huge problem people think it is, rather than just confirmation bias about someone's favourite team, it would make a hell of a story for any reporter.
I have no idea if it's true or not, I'm open to the possibility, and I'd really like to see if anyone has actually looked into the underlying numbers.

That's because it is empty. The NHL in general has no desire to actually address problems in the game. That's why suspensions happen because of the result and not because of the action. A headshot where someone doesn't get hurt should still be a suspension. A ref making bull#### calls to manage the game should be a suspension. Not just if someone gets hurt or if a ref admits it on a mic.
They don't really care enough to fix the actual problem.

I know they have shown if a team takes a lot of penalties they are given a lot of PPs. The refs always try to keep it even which is so stupid.

Officiating in the NHL is a mess and always has been. From game management calls that happen all the time to the second set of rules that obviously take place in the playoffs. Its a joke and they have done it to themselves.

I think its all but guaranteed they're paying him off. Otherwise he now has a huge incentive to speak out about the issues with NHL reffing. They desperately wont want him to do that, so he gets a big "retirement" package.

Even if the NHL manages games at least its not as bad as the NBA...

The craziest thing is a makeup call on an objective penalty. For example in playoff overtime a player gets a delay of game penalty for puck over the glass. If that PP is not converted and the game continues the ref will look to even up that call.
