If I was Bush I would be repenting rather than asking which country in order to invade. Also he's kind of implying he's on a religious mission which is as history has shown is very very bad.
The Bible is the story of the salvation of the Jews. Front to back, that's what the whole thing was about.

Except for the punishment mechanism . . . . going to hell and what not and so forth.

Of course, Santa promises you'll get zilch if you're bad. What punishment mechanism does the Easter Bunny have?

Bush's audience was a Palestinian audience - one whom which religion plays an integral and powerful role in political discourse. Bush is using religion to convey his severity and importance of his objective in a manner that is familar to the territory.
