Well they have to sign the PAL application and/or talk to the issuing officer, so the answer should be yes.

And the definition of ex AFIAK is restricted to 5 years prior, and living together. I could be wrong on that though.

Crikey, forgot about that. Yes, mine most certainly had to sign my application too. As well as at least 2 other references as far as I recall. RCMP also called me to review my reasons for wanting a restricted licence. It was a bit of a process but certainly understandable.

Given what 70% of respondents said, it feels insubstantial. At the very least, it could do with 1/10th the PSAs drinking and driving gets.
It's communicated in a few ways. There is a portion of an application or renewal that requires a conjugal partner to sign off, the number to call for safety concerns is listed there. The CFP will also call a conjugal partner during the application or renewal process and speak to them about the application and if they have concerns. The method to contact is communicated then as well and the CFP will make sure the person isn't under duress during the call. There is also a pamphlet that is sent out, which has the contact methods listed.

That sign off is for a current or former (within 2 years) conjugal partner. No signature from them and your application get more scrutiny. Your references are also provided with the contact information.

That's also in addition to the continuous eligibility screening that is done. Deal with the police in any fashion that involves a statement being taken or them creating an internal file, and there is almost a 100% chance that that information is with the provincial CFO within 24 hours to determine if it affects license eligibility. I can imagine that domestic calls to the police would guarantee a separate CFO investigation.

The purpose of gun control is to create a point where laws are broken and law enforcement can intervene before the gun is pointed at a person and the trigger is pulled.
