Actually, we're both about 3/4 right, Sureloss. I was reading the same clause as you - but I missed that the demotion without another round of waivers in that scenario requires the Blues be the only team to put in a claim. However, that clause makes it clear that even the Blues could not freely demote him in that scenario if 10 games or 30 days has elapsed from the first waivers. So it is actually slightly more restrictive than I thought.

Canes were 12th in waiver priority, 2 spots ahead of Calgary.

Simply from a fan perspective it would be fun to see who put claims in for the players

Sure, but he put up 9pts in 6 games in the playoffs with the Blues last year. Not only that, he also went 3-1 with a shutout to close out the regular season. That kind of multi-positional depth is huge. I say he get him on a dotted line asap.

The Blues getting Yakupov has indirectly cost them Rattie. The 13th forward spot was Rattie's to take; even after the trade, he only needed to beat a useless Yakupov for ice time, but was unable to do so. Even with quite a few injuries to the Blues forwards, Rattie only made it into the lineup 4 times. They risked having him on waivers rather than sending career AHLer Wade Megan down

Maybe a change of scenery will help turn things around. It wasn't going to work here
