It was embellishment, not diving. You can still embellish on a legitimate penalty.
Cox's tweet is itself an embellishment offence because it is a feigned outrage for the league applying its rulebook.
Diving / Embellishment are essentially treated as one category of misconduct in the rules, but as you say getting the penalty has nothing to do with whether you were actually fouled...in fact by definition, embellishing a fall or feigning an injury (which clearly can be caused by an illegal act by your opponent) get you a penalty...and then fines. It's in black and white and ironically the fine policy is itself incorporated by reference in the rules:

A goalkeeper who deliberately initiates contact with an attacking

the refs will show a lot of leniency in favor of game pace and flow as long as you don't do something stupid right in front of him, or outright embarrass him.
Look at what happened to the Canucks in the finals run. they embarressed the refs one to many times with their antics, and in the finals, they couldn't get a call to save their lives. One of the Bruins could have bought a gun on the ice and murdered the Sedin's right in front of the ref and there wouldn't be a call.

I put that on the same level as a player who cheats (ie, Ryan Close making a play from the bench), makes a dirty play when the refs aren't looking, uses questionable goalie equipment, takes PEDs, or whatever else you can use to get an advantage over your opponents bordering on the rules of the game. It makes the game enjoyable when players desperately wanna win.

There are some who have said it better than I could in this thread but WRGMGs is when people can not distinguish the difference between diving and embellishment. They are not the same. In my mind a dive is to create a phantom call. Where as an embellishment is to further sell a legitimate call.
Exhibit A: Kadri takes some stick work from Johnny and Jooris. Sure he got hit, but the sell job was ridiculous.

Desperately wanna win is when you go to the corner, stand in front of the net taking the hack and slash, you fight to wake you team up, you block shots with your face if you have to. What Kadri did was NOT desperately wanna win. Like what another poster has said, Kadri is a dink and a punk. Calling him a rat is a disgrace to the rats.

First you actually use the word "cheat", then it's somehow "bordering" the rules? Which side of the border?
And unbelievable that you've somehow tried to make it appear that Kadri is a special player who desperately wants to win. Kind of like Hall skating through walls.

Kadri may actually be my least favourite player in the NHL at the moment. Tough guy when hitting guys from behind but a coward when he has to stand up to them face-to-face. Also a little bitch with all the embellishments and complaining.
The fact that I live in Leafs region as get to watch all of the garbage that goes with that probably assists with that opinion too
