Relatively speaking, this is probably true. Toews' proper opposite number is probably Patrice Bergeron, and everybody's always astonished when that dude makes the Olympic team. Nobody would say Bergeron is better than Crosby, or that you'd build a team around Bergeron first.
They say that about Toews.

There's more to being a great hockey player than putting up points. Crosby might be better than Toews in the regular season but in the playoffs Toews always finds a second gear and elevates himself into an intense, clutch, point per game player. He picks up that team and puts it on his back when it matters most

Jonathan Toews playoff stats: 117 GP 39G 63A 102P 72 PIMS
Sidney Crosby playoff stats: 100 GP 43G 75A 118P 57 PIMS
The Chicago Blackhawks are a better run organization than the Pittsburgh Penguins.
Jonathan Toews is not better than Sidney Crosby. It's not Sidney Crosby's fault Marc Andre Fleury had four straight post-seasons with a sub-.900 save percentage.

Karlsson, Hedman, OEL, Doughty and Subban all have a case. If not for this year dropping his stock a little, Gio might have been in the conversation as well.

Keith has two peers in the NHL. Drew Doughty and Erik Karlsson. Everyone else is a tier below.

Toews started in the NHL the same year as Kane (who outscored him) and two years after Keith.
Yet when it came time to pick a captain, the team chose Toews.
That says an enormous amount about their relative contributions to the team, and their importance to its success.

To point out, Crosby has better playoff stats than Toews.
Sorry, but points ARE very, very important. If you're going to get your ass kissed as the best player, you need to score more than 1 70 point season in your career. The NHL is absolutely starved for production. Crosby has the 5th best PPG in NHL history. All 4 ahead of him are legends and played in a much higher scoring era.
And Kane has better playoff points as well BTW.

Crosby is normally a 100 point guy who drops to a PPG player in the playoffs. Toews is normally a 60 point guy who jumps to a PPG player in the playoffs.
Crosby just doesn't perform in the playoffs like he does in the regular season, while Toews steps it up every time

Steve Stamkos: 48 GP 15G 20A 35 pts
Anze Kopitar: 70 HP 18G 42A 60 pts
Patrice Bergeron: 95 GP 23G 43A 66 pts
Evgeni Malkin: 101 GP 42G 69A 111 pts
Patrick Kane: 116 GP 48G 66A 114
Toews is a great player. But he's not the best player in the league, or the second best. If he could score 100 points in the regular season, he would.

Fine, I'll admit I should have done the math before spitting out numbers after eyeballing, but Crosby's production does go down in the playoffs, while Toews' goes up or stays the same

Toews has an identical .87 PPG in both the regular season and playoffs. Hardly steps it up.
Crosby I'll give you his production drops from 1.32 to 1.18 but that's still a significant difference from .87.

There are no easy nights in the playoffs. Crosby and Malkin are PPG+ players in the post season because they're better players than Toews.
If Pittsburgh managed assets the way Chicago did, this wouldn't be a debate. Chicago builds Stanley Cup winners, Pittsburgh expects the two best players in the world to do everything.
