He has to turn pro this summer, he's a senior.

That said I do think he'll sign with the Flames.

Whether or not Jankowski chooses to sign or not, he's a Flames draft pick who the Flames have exclusive rights to even speak to until August 15th.

Being a college player doesn't make him a unique case. Even Junior prospects can elect to hold out and sign elsewhere. Look at Blandisi on the Devils or Muzzin on the Kings, these guys were Avs / Penguins picks respectively now and yet were signed as UFAs.

The NCAA has become so competitive that it is extremely uncommon for teams to make repeat appearances in the Frozen Four. In fact, in the last 5 years, North Dakota (2014 & 2015) is the only team to appear in consecutive Frozen Four tournaments.

After a very hot start, Providence has cooled off since the Christmas break. They're still in position to get an invite to the NCAA Tournament, and all it takes is two straight wins there to get to the Frozen Four, but all it takes is one loss and you're out.

If Providence doesn't make the Frozen Four, it's unlikely that Jankowski doesn't sign immediately.
