Seriously, different cuffs, collar and crest. Can be that much of a tall order. They can make team gloves for players within a few hours of them being traded, they can't change the colors of 3/4 of a jersey order with a month notice? (likely more as this decision would have been made a while before it was officially announced).

It's the thousands that you want to produce to be able to sell these things, and you don't want players wearing jerseys that their fans can't buy.
Good luck trying to get two new jersey colors into stores to try and make money off of the jerseys.
In terms of the announcement there was a rumor on November 6th that the NHL was potentially looking at the change after the success of 3v3 and the announcement was made on November 16th...so decision wasn't made that much before the announcement.

i agree with SuperMatt18 that the jerseys for the players would not be an issue at all. i can order a completely custom set of jerseys and have them in 4-8 weeks.
the kicker would be the fan jerseys. they'd have to produce thousands, which would take a bit of time, but then the shipping is just killer - they come from asia by boat - so you could be looking at 4-8 weeks just for shipping. they fill a container and then it goes on the next available boat. i remember from a couple years ago a customer of mine needed to get a few more jerseys for his men's hockey team and the supplier had none left (this would have been end of august/first of september). the next shipment was about to leave asia and we finally got the jerseys sometime in november.
i do know reebok doesn't carry a ton of stock either. my mens team uses the senators "SENS" black jersey and i think i waited 10 months before more stock arrived in canada (this was a couple of seasons ago). so needless to say when i found they did have stock i ordered a bunch extra to have on hand for future players
