It looks like only one of the victims families is suing the school per the article so it doesn't seem as unbelievable as the OP is making it out to be.

Children are the worst witnesses as they are notoriously suggestible. I studied forensic psychology for a while in University, it's possible to put nearly any idea inside a childs head, even by accident.
Children will just make things up because they don't trust their memory and will just say whatever they feel will get them out of trouble if an adult was putting pressure on them.
If an adult is questioning a child seriously they will falsely accuse someone just to get the questioning to end because they aren't really sure what happened. A good lawyer would have the childs testimony picked apart by a forensic psychologist as that's the easiest way to discern trauma from confabulation. That case with how to make a murderer where Brandon was answering questions is what this looks like, or in the movie the Hunt.
