It really depends on what you mean by "Europeans". European fans I think generally care more about the WHC than the Stanley Cup, because the NHL is a North American league. Most of us Euros don't have a horse in that race since we don't generally support North American teams. Of course the more hardcore hockey fans care, but it's still a very different thing from international tournaments.
European NHL players of course care more about the Stanley Cup, because they're in that race.
Which is a big reason why the olympics is such a big deal, in the recent years it has (finally) become the one hockey tournament that unites the hockey playing world. The World Cups never managed to really do that, and I think it would be a mistake for the NHL to try. Europeans especially are used to tournaments with tradition, and to the idea that international tournaments are organized by international organizations (such as the IOC or FIFA).
