1 - Officer didnt over react. Had most likely dealt with drunks all day and grabbing his rear might have been the final straw.
2 - Not that there is anything wrong with "if Claude Giroux is gay" however havent we all at one point or another done something with friends that would be perceived as gay from a outside crowd? Just as 1 example - playing baseball or football.... numerous @$$ slaps take place. Mix in a young millionaire partying too hard and he most likely thought it was the funniest thing in the world. Without specifics I think the reactions are a bit overboard.

We got little to go by.
Was the policeman in uniform?
Was Giroux just kidding around, boys will be boys?
Was Giroux hitting on the policeman?
Need more data........

I guess after the flyers didn't make any moves in free agency, the captain felt the need to take matters into his own hands.

So you're telling me you'd just stand by as some drunk dude grabbed your ass multiple times? Ya, didn't think so.

Oh Claude you grab ass!
What an awesome story this is, Giriox has created his own punchline for endless locker room jokes.
