The neighboring building I lived next to here in Beltline Calgary had this exact situation here. Dude comes by, two finger loudly, and resident buzzes him in to do the deal. (The Board had previously disconnected his buzzer to discourage this an other activites)
Is the building condo/strata? Contact them and explain the situation. Others in the building are also suffering. In my case, the unit in the adjoining building was a holy terror: combination whistle-dope operation & trick pad for hookers. Terrorized an entire building and it took a lot to get rid of him as he was an owner. Eventually someone kept a log of "whistles" and he was fined $500 an occurrence. After that and repeated other violations they were able to foreclose on the unpaid fines.
