Correct me if I'm wrong, but are the local schools busting at the seams these days? Huge class sizes, long bus rides, can't build 'em fast enough sort of thing? Could this policy possibly be an attempt at limiting the amount of grads in a ceremony and ease some pressure on the logistics of 1,000's of students (plus 2-3 family members each) making for a rather large event?

Not trying to justify the policy, just trying to understand what the motivation may have been. Hmm, guess I could have read the article, but it's too late now.
